A chip is a small break in the outer layer of glass with air trapped in it. Every time the glass flexes or changes temperature, that break is under stress — and glass fails by spreading.

What can and can't be filled
Generally repairable: small chips and star breaks that haven't run, sitting away from the driver's direct line of sight and away from the edge of the glass.
Generally not: anything that's become a real crack, damage right in the driver's view where the repair itself could distort what you see, and damage at the edge of the windshield, where the glass carries structural load.
